30-Second Overview: The Alishan Forest Railway is not merely a tourist train carrying passengers to see the sunrise. It was initiated in 1906 to transport high-altitude timber down the mountain, with the first section reaching Erwanping in 1912 before gradually shifting toward passenger and tourism services. The Morakot Typhoon in 2009 halted operations for another 15 years. Today, this 71.6-kilometer route reconnects the Chiayi Plain, forestry settlements, and high-altitude forests. The Train Passes Through More Than Scenery: It Navigates Elevation
In December 1912, the Alishan Railway from Chiayi to Erwanping was officially completed and opened for service. The starting point sits at an elevation of approximately 30 meters, while the Alishan Station is at 2,216 meters. 1 2 As the train moves from the plains upward, it first passes through farmland, then enters bamboo groves, tea gardens, and forests at varying altitudes. Passengers see the scenery change in layers; engineers, however, faced the challenge of keeping the tracks continuous across steep slopes, fault lines, and heavy rain.
The operational length of this route is approximately 71.6 kilometers. The potential cultural landscape site spans Chiayi City, Chiayi County, and Nantou County, encompassing the railway, settlements, forestry site ruins, and natural environments. 2 Thus, it is not an isolated transportation facility, but an elongated cultural landscape that connects flatland cities, mountain settlements, and ecological zones.

Consequently, the "terminus" of the Alishan Forest Railway is actually multiple. For tourists, the terminus is Alishan Station. For early forestry, the terminus was where timber arrived in Chiayi to enter factories and markets. For the cultural landscape, the terminus cannot stop at the station platform; it must extend to how settlements along the line continue to live. This multiplicity of endpoints means a train journey is not just moving from low to high altitude, but moving between different eras of Taiwan.
The uniqueness of the Alishan Forest Railway lies not only in "going up the mountain." It possesses the characteristics of a forest railway, a mountain railway, and a high-altitude railway, using 762-millimeter narrow-gauge tracks. The route features spirals, switchbacks, and large curves generated by the terrain. 2 The spiral line at Duli Mountain allows the train to climb along the mountain's contour. When space is limited, Z-shaped switchbacks allow the train to gain altitude through a forward-and-reverse motion.

This table is not a travel itinerary, but a method of reading the railway: each station name points simultaneously to a terrain, an industrial history, and a way people stayed in the mountains.

The forest outside the window changes; the route under the wheels answers the same question: The mountain does not make way for the railway; the railway must learn to go around.
The slow speed makes this relationship visible. It does not compress the mountain scenery into a single photo taken from a highway, but allows passengers to pass through different forest types, stations, and tunnels. This speed preserves the original scale of the industrial railway. This is not romanticizing slow travel, but acknowledging that in mountainous areas, safety, maintenance, and observation all require time.
It Was Originally a Road to Turn Forests into Commodities
In 1903, the Taiwan Governor-General's Office began planning the development of the Alishan Forest. In 1906, Fujita Construction began work, but due to financial issues, it was taken over by state management. In 1912, the section from Chiayi to Erwanping opened, with a total length of 66.6 kilometers. As forest development extended, the route was later extended to Alishan, forming the operational line of approximately 71.6 kilometers seen today. 1
This history cannot be whitewashed by the phrase "century-old railway." The Alishan Forest Railway was built to transport timber. After being extended to Zhaoping in 1914, logging operations officially began. From the Japanese colonial period until the end of the war in 1945, the Alishan Forest continued logging for about 30 years, leading to the extensive harvesting of original cypress forests. 2

The changes brought by the railway were not limited to the mountains. Sawmills, timber wholesale and processing, employee dormitories, shops, and schools gathered along the transport system. Chiayi gradually formed a city texture centered on the timber industry, known as the "Capital of Timber." 2 An industrial line thus did two things simultaneously: it transported forest resources out of the mountains and brought urban life into the mountains.
This is the first contrast of the Alishan Forest Railway. It is today treated as a slow journey to get close to the forest, but its initial task was to make the forest more efficiently usable. If we only write it as a romantic mountain train, readers will miss the true history of Taiwan this railway carried: modernization, forestry, urban growth, and the process of natural resources being recalculated.
Academic research discusses the Alishan Forest Railway at the intersection of "railway cultural asset preservation" and "cultural tourism," rather than treating it as a single attraction. 7 This perspective is crucial because it shows that preservation work faces two types of time simultaneously: one is the material era of railways, stations, and locomotives. The other is the social era of industrial decline, the rise of tourism, and the transformation of local life. Preserving only the former causes the latter to disappear from the story.
From Logging Line to Cultural Landscape: Transformation Is Not Erasing the Past
After the logging industry exited, the railway did not disappear. Its function gradually shifted to passenger transport, tourism, and cultural education. Stations along the line, settlements, tunnels, bridges, and forestry ruins transformed from production equipment into historical sites to be preserved, explained, and used. The Forestry and Nature Conservation Agency summarizes this change as the transition from logging industry to tourism, focusing on settlement texture and human-environment interaction. 1
Beimen Station is a good entry point to this transformation. It was formed around 1910–1912, a Japanese-style wooden station built with Alishan red cypress, and the first space to understand the forest railway from the plain end. 2 As tourists walk from Chiayi City into Beimen Station, they do not see mountain-top scenery, but rather how timber was received, processed, and distributed in the city. Here, "forest" and "city" are placed on opposite sides of the same platform.
In 2018, the government established the Alishan Forest Railway and Cultural Assets Management Office to more centrally promote research, education, and cultural asset management. In 2019, the "Alishan Forest and Railway" was registered as Taiwan's first national-level important cultural landscape, with its value organized into five aspects: natural ecology, forestry development, railway technology, settlement life, and humanistic memory. 1
The importance of this registration lies in the fact that it did not just protect a single station or a section of track. The object of the cultural landscape is the railway and its surrounding work, living, transport, and natural environments. In other words, preservation is not locking an old carriage into a glass case, but ensuring that a once-operational relationship remains understandable.
Alishan thus entered discussions of World Heritage potential sites. Official data describes it as a 32,900-hectare area containing settlements around the railway and ecological environments, extending from Chiayi, Beimen, Zhuzi, Zhnaoliao, Fenqihu to Zhaoping along the line. 2 This scale reminds us that Alishan is not a "scenic spot," but a system crossing cities, mountains, and industrial memory.
📝 Curator's Note: What is hardest to preserve in cultural assets is often not the wood and steel rails, but how they were once used. If the Alishan Forest Railway becomes nothing more than beautiful stations, it is only an empty shell. What it truly needs to preserve is how a road changed the destiny of Chiayi, mountain villages, and the forest.
2009: The Mountain Exposed the Railway's Fragility
After the Morakot Typhoon in 2009, the Alishan Forest Railway line suffered 421 disaster sites, including soil erosion, road collapses, and broken bridges. Official reviews noted that the railway was thus suspended for 15 years. The section from Chiayi to Fenqihu was restored first in 2014, but the Dujuan Typhoon in 2015 delayed the repair plans for the remaining sections again. 3 8
This was not an engineering project of "fixing it to return to the original state." Mountain roadbeds are washed away by water; tunnels encounter falling rocks; existing routes may be in geological environments no longer suitable for carrying trains. Interviews recorded by National Yang Ming Chiao Tung University (NYCU) mention that the repair team evaluated building a new tunnel between Pingshena and Erwanping, and handled the collapse of Tunnel No. 42 between Shilu and Pingshena. 9
In 2021, the management unit built a new tunnel of approximately 1.1 kilometers between Shilu and Zhaoping, with construction costs of approximately NT$420 million. Construction was affected by factors such as water surges, falling rocks, labor shortages, and supply of blasting materials. 8 These numbers are not just engineering scales; they explain that "full line operation" is not simply reconnecting old tracks, but re-evaluating which places can be retained and which must be rerouted.
On July 6, 2024, the full line from Chiayi to Alishan resumed operation. 3 An English tourism article from the Ministry of Agriculture describes the main line as a 71.6-kilometer route from Chiayi Station to Alishan Station, with Chiayi Station at an elevation of approximately 30 meters and Alishan Station at 2,216 meters. The full line restoration is therefore not just tourism news; it represents the reconnection of a mountain public transport system long cut off by disasters. 10
This restoration date also changed the semantics of the "Alishan Little Train." An English illustrated report from The New York Times placed this journey at the intersection of Taiwan's cultural assets and international tourists. 11 But what truly gives it content is not whether it can become a pretty postcard, but whether passengers can know why this line was interrupted, who repaired it, and what responsibilities come after restoration.
The End of Restoration Is Not Operation, But the Next Rain
After resuming operation in 2024, the safety work of the forest railway was no longer reliant solely on personnel patrols. The repair engineering incorporated track and slope anomaly detection systems. Between Tunnels 29 and 30, the system can issue warnings when falling rocks or trees obstruct the track, allowing station personnel to notify the driver. 8
Interviews from National Yang Ming Chiao Tung University also recorded the repair team's emphasis on long-term monitoring, including using LiDAR to grasp terrain changes and identify potential risks early. The interview noted that after Typhoon Gaemi in 2024, the forest railway was temporarily suspended for a short time to clear debris and fallen trees, before resuming operations. 9 For mountain railways, "restoration" does not mean it will never be interrupted again; it means knowing how to judge the next step faster and more safely after each interruption.
In the 2025 anniversary review of the full line operation, the official body divided the repair content into tracks, roads, locomotive operations, digitalization of line-side communications, and station creation. 3 This list seems engineering-focused, but it precisely explains that cultural preservation cannot rely solely on nostalgia: old railways must continue to live, requiring historical credibility, modern safety standards, and a system capable of continuous maintenance.
As the railway becomes a tourism route again, new pressures emerge. Official World Heritage potential site data has long pointed out that Alishan bears human impacts brought by tourists and vehicles; disaster reconstruction and environmental maintenance require long-term effort. 2 Tourism can help more people understand the cultural landscape, but it may also cause the mountain area to bear more traffic, garbage, noise, and maintenance burdens. "Letting the world see Alishan" and "not consuming Alishan" must both hold true.
A Question Left by a Railway
The most moving aspect of the Alishan Forest Railway is not that it finally defeated the mountain. It never defeated the mountain: the 1906 engineering had to go around the mountain contours; the 2009 torrential rain could wash away the roadbed; the 2015 collapse could delay the near-completed restoration again; and every typhoon after 2024 will still retest it. 3 8 9
What it truly achieved is allowing human engineering to gradually acknowledge the mountain's conditions. Early railways treated forests as resources to be exported; the subsequent cultural landscape forces us to place the railway, settlements, ecology, and disasters on the same map. This is not rewriting the past logging history into an environmentalist story, but acknowledging that Taiwan once developed its mountains and forests relying on this road, and must now face the consequences of that development through new governance methods.
So, when boarding the Alishan Forest Railway, one can remember two directions. The train goes upward, showing you the changes between tropical, warm-temperate, and high-altitude forests. History goes backward, showing you how timber, workers, cities, indigenous traditional territories, typhoons, and restoration engineering are layered on the same road. 2
You can remember one more direction: look to the side. The story of Alishan is not only on the main line where the carriage moves forward, but also in preserved branch lines, old corridors turned into walking paths, shops in settlements, the mountains and forests around stations, and the spaces where the Tsou people have lived for a long time. Official English data introduces the example of the Shuishan Line old corridor being turned into a walking path, illustrating that suspension does not necessarily mean disappearance. A line can continue to be used in a different way. 10
The Alishan Forest Railway did not take Taiwan away from nature. It is more like a long reminder: we once entered the forest via rails, and only after learning to respect the speed, slope, and uncertainty of the forest can we possibly continue to stay there.
