1. Propose an Idea (E-Petition)
Members of the public may make recommendations on public policy. After passing review, proposals are opened for endorsement. Proposers may designate the competent authority themselves.
- Threshold: A proposal becomes a case once it receives 5,000 endorsements within 60 days.
- Response mechanism: The competent authority must issue a substantive response within 60 days after a proposal becomes a case 3.
- Suspension mechanism: To avoid affecting electoral neutrality, proposals and endorsements are suspended for the 60 days before a national election day.
- Collaborative discussion: If the proposal is not yet mature, the proposer may first brainstorm with other internet users in the "Collaborative Discussion" section.
2. Public Discussion (Policy Consultation)
Government agencies proactively publish information on policies under planning or about to be implemented, allowing the public to participate in discussion. The public notice period for drafts is usually 60 days, strengthening transparency in policy formation 4.
3. Supervise (Policy Oversight)
