Flowers Do Not Fly Directly from Greenhouses to Flower Shops
In 1997, Taiwan’s phalaenopsis orchids recorded their first export achievements, with an export value of USD 3.533 million. By 2011, this figure had reached USD 98.474 million, growing more than twentyfold over fifteen years. These are historical statistics used by the Council of Agriculture to review the industry, not forecasts of today’s output, yet they sufficiently illustrate a turning point: phalaenopsis orchids transformed from rare plants exchanged among hobbyists into export commodities requiring management, division of labor, and transport. 1
Taiwan’s story did not begin with a single massive farm. A 2009 study focusing on the Tainan area indicated that early orchid cultivation was largely high-priced, scattered, small-scale family farming. As the industry took shape, Tainan gradually became the primary production area, leveraging its temperature, sunlight, land, transportation, and orchid enthusiast organizations. Researchers described this transition as moving from recreational orchid art toward agricultural industrialization, rather than merely an increase in planting area. 2
Curator’s Note: The most memorable contrast in the orchid industry is that while it appears to be a floral story, it is actually a supply chain story. The flower is only the final visible part; what truly determined whether it could leave Taiwan were the less romantic institutions and technologies.
Native to Taiwan Does Not Mean Automatically Leading in Taiwan
Taiwan is home to two native species of phalaenopsis orchids, and over four hundred species of orchid plants in total. The natural habitat of Taiwan’s white phalaenopsis is the seasonal rainforests below 800 meters in altitude in Hengchun, Dawu, and Lanyu, Pingtung. However, the phalaenopsis orchids widely circulated in today’s industry are not the result of simply digging up wild plants; they are the product of long-term selection, propagation, and cultivation management. 3
During the Japanese colonial period, foreign orchid germplasm entered Taiwan, and orchid enthusiasts began exchanging and breeding. The 1920s saw a trend in cultivating exotic orchids; in 1952 and 1953, Taiwan’s white phalaenopsis won awards at U.S. flower shows, and in 1956, it won again at an international flower show in Nantes, France. These events established phalaenopsis as a recognizable Taiwanese flower, linking orchid art from personal hobby to public exhibitions and markets. 3
Yet this same history has another side. Professional articles note that wild phalaenopsis faced the threat of extinction due to increased collection demand. The Washington Convention began regulating wild animal and plant trade in 1975, and Taiwan later established systems for plant seedling and variety rights. Industrialization is not a permit to infinitely expand natural resources, but a requirement to separate wild conservation from artificial propagation. 3
Li Nian, Taiwan Sugar, and Industrialization in a Greenhouse
Starting in the 1970s, Professor Li Nian from the Department of Horticulture at National Taiwan University devoted himself to research on phalaenopsis cultivation physiology, flowering regulation, and tissue culture. In 1987, Taiwan Sugar Corporation (TSMC’s counterpart in sugar, often abbreviated as TSC or 台糖) established its Fine Agriculture Division to enter the phalaenopsis industry. These two events are often split into separate academic and corporate tracks, but for the industry, they addressed the same problem: how to ensure flowers not only bloom beautifully but can also be produced stably. 3
Taiwan Sugar’s own 2017 retrospective provided a more concrete corporate context. In the late 1980s (Republic of China year 70s), the sugar business needed transformation, and the government advocated fine agriculture. Consequently, Taiwan Sugar proposed an investment plan for exporting phalaenopsis and ornamental plants. By Republic of China year 75 (1986), phalaenopsis had been successfully trialed at the Xihu Sugar Factory. After the investment plan was approved, Taiwan Sugar purchased Dutch climate-controlled greenhouses, later developing automated greenhouses better suited to Taiwan’s environment and at lower cost. 4
Here is a detail easily omitted: Taiwan Sugar did not merely buy equipment. Official retrospectives note that the Sugar Research Institute established a Horticulture Division, created a germplasm bank, and invested in breeding, propagation, cultivation techniques, preservatives, and greenhouse automation. In other words, the greenhouse is not just a building, but a knowledge system that standardizes light, temperature, moisture, seedling raising, and shipping processes. 4

The Real Factory May Be a Group of Small Nurseries That Trust Each Other
Taiwan’s phalaenopsis industrialization did not concentrate all production into a single company. Research collected by Airiti on Tainan indicated that while large agricultural enterprises like Taiwan Sugar could achieve vertical integration, most private orchid nurseries remained small to medium-sized. Through vertical division of labor, they formed an industry chain from tissue culture and seedling raising to forcing and sales. 2
The research abstract also described the relationship between core nurseries and satellite nurseries. Export-oriented core nurseries controlled varieties, seedling raising, or overseas channels, while nearby satellite nurseries undertook contract manufacturing and production. These collaborations were not necessarily maintained by complex contracts; long-term accumulated credit, technology, and delivery records were often more important than geographical distance. 2
English academic research offers a similar but sharper description of this phenomenon: Taiwan’s orchid industry consists of numerous micro, small, and medium enterprises that compete with and complement each other. Government extension personnel continuously offer cultivation courses, allowing the enterprise network to update varieties and technologies. Researchers therefore argue that Taiwan’s advantage is not merely its subtropical climate, because in modern greenhouses, climatic advantages can largely be replaced by technology. 5
This also explains why Tainan is not just “a place that grows many orchids.” It is more like a distributed factory: some do tissue culture, some raise seedlings, some force flowers, and some control exports. Each nursery need not be the largest, but the entire network must be able to hand off products on time.
A Technical Negotiation Across the Sea
Phalaenopsis cannot survive solely on expensive air freight. The Council of Agriculture recorded that before 2005, U.S.-bound phalaenopsis were mostly handled as bare-root, air-freighted shipments, with an on-arrival survival rate of about 70–90% and a recovery period that could last up to two months, making transport and relay cultivation costs very high. 1
In July 1994, Taiwan and the U.S. signed the Work Plan for Export of Plants with Growing Media to the United States. In January 2005, the National Taiwan University Orchid Garden exported its first phalaenopsis with growing media. Subsequently, operators conducted ocean freight trial sales and preservative technology tests, allowing phalaenopsis to travel longer sea routes with water moss media. The Council of Agriculture recorded that current phalaenopsis exported to the U.S. via ocean freight with growing media achieve a survival rate of over 90% after more than twenty days of transport, with a recovery period of about three weeks. A single forty-foot container can transport twenty thousand large seedlings at once. 1
The protagonist of this turning point was not a single variety, but the simultaneous change in quarantine rules, preservative technology, packaging methods, container capacity, and overseas relay cultivation. What Taiwan often exports is not a potted flower already in full bloom, but the ability for another country’s greenhouse to take over and force the flower to bloom at the correct time.

Intellectual Property Rights of Flowers Grow Beyond the Petals
New phalaenopsis varieties are not completed in a single experiment. The Council of Agriculture noted that breeding may take six to eight years, requiring breeders and seedling companies to bear high costs and risks. Therefore, variety rights became part of the industry’s global layout. 6
Variety rights follow territoriality: infringement in a country must be applied for and protected in that country to establish a basis for litigation or trade restrictions. For Taiwanese orchid operators, breeding a new variety is only the first step. They must also determine where the market is, who propagates it, when to force it, and in which countries to apply for rights. 6
In February 2026, the European Union’s Plant Variety Office (CPVO) announced that Taiwan and the EU would expand plant variety protection cooperation for phalaenopsis and Oncidium orchids, adding Oncidium to the list of species eligible for simplified procedures. The announcement stated that the EU would accept Oncidium DUS test reports issued by Taiwan’s competent authority, meaning breeders would not need to repeat the same technical trials in the EU. Taiwan-EU variety rights cooperation began in 2016, with a mutual recognition agreement for phalaenopsis established in 2019 and renewed in 2023. 7
The cost of this system can also be quantified. In a 2024 announcement on Taiwan-Japan cooperation, the Council of Agriculture stated that as of November 2024, Taiwan had 17 excellent varieties that obtained foreign variety rights through international cooperation mechanisms. The same announcement noted that obtaining plant variety rights often takes two to three years from application to grant. This means variety rights are not legal footnotes at the end of an article, but export infrastructure that breeders must invest in upfront. 8
DUS stands for Distinctness, Uniformity, and Stability. These technical terms may seem far removed from flowers, yet they are precisely the language that Taiwan’s orchids must be understood by another system when entering the global market. From breeding to export, Taiwan sells not just flower colors, but also a proof recognizable across different legal jurisdictions.
From Taiwanese Famous Flower to Taiwanese System
Looking back, the story of Taiwan’s orchids involves at least three translations. The first was orchid enthusiasts bringing wild and foreign germplasm into breeding culture, turning phalaenopsis from collectibles into exchangeable varieties. The second was Li Nian, Kang You-de, Taiwan Sugar, and private nurseries translating cultivation experience into greenhouses, tissue culture, and division of labor. The third was operators and the government integrating quarantine, ocean freight, variety rights, and DUS reports into the international market. These three translations transformed a flower into an export agriculture.
Therefore, the core of Taiwan’s orchids is not the convenient explanation that “Taiwan’s climate is very good.” English academic research has already warned that modern greenhouses can replace a significant portion of climatic advantages. What is truly difficult to replicate is the production network accumulated by long-term cooperation among small and medium enterprises, government extension, and research institutions. 5
The Council of Agriculture’s industry review also showed that the export growth from 1997 to 2011 was related to exporting phalaenopsis with growing media to the U.S., long-distance ocean freight, and preservative technology. However, these historical figures should not be written as guarantees of perpetual industry growth. In 2024, the Council of Agriculture recorded the signing of a Memorandum of Understanding on Plant Variety Test Report Cooperation between Taiwan and Japan, noting that variety right reviews often take two to three years, and mutual recognition of test reports can save breeders time and costs in applying for overseas rights. 1 6 8

Conclusion: A Flower Still Being Redefined
When buying a phalaenopsis orchid today, it is easy to see only the neatly arranged flowers on the stem. But behind that potted flower may lie years of breeding, Tainan’s tissue culture and seedling raising, cultivation conditions repeatedly calibrated in greenhouses, and documents left by customs and variety testing systems.
The most interesting aspect of Taiwan’s orchids is that they simultaneously retain two identities: they are a culture grown from orchid enthusiasts’ hobbies, and an industry that operates through standardization, transport, preservation, and intellectual property rights. They appear soft, yet require a whole set of very hard institutions to survive and reach the world.
When the next flowering season arrives, perhaps we should change the question: rather than asking what color this flower is, we should first ask whose hands, which greenhouses, and which rules it passed through to have the opportunity to bloom today.
