Taiwan's Scooter Culture
30-Second Overview: Taiwan's 23 million people own more than 14 million scooters — the highest density on Earth. This wasn't a lifestyle choice; it was the byproduct of half a century of underbuilt public transit outside Taipei. Two factories that started as Honda subcontractors in the 1960s, SYM and KYMCO, grew into international brands producing hundreds of thousands of vehicles a year. Then an ex-Xbox designer came back from Seattle and tried to replace gas stations with battery-swapping kiosks, turning the entire island into a proving ground for electric mobility.
In 1961, a factory in Hukou, Hsinchu County, assembled Taiwan's first domestically manufactured motorcycle. The company was called Sanyang Electric — originally a maker of dynamo light sets for bicycles. Founders Huang Chi-Chun and Chang Kuo An had secured a technical license from Honda to build motorcycles with 30 percent local content. They probably didn't imagine that sixty years later, Taiwan would have the highest scooter density of any country on the planet.
Not because Taiwanese people especially love scooters. Because the island's urban development never gave most of them a second option.
No Trains, So Scooters
Taipei has a metro system — over 131 kilometers of track by 2025. But outside Taipei? Taichung didn't get its first metro line until 2021. Tainan and Hsinchu still have no urban rail. Kaohsiung's two metro lines carry fewer than 200,000 riders per day combined, and the last mile from each station still requires — yes — a scooter.
That's the real story behind Taiwan's scooter density. Not cultural preference, but infrastructure gaps. Taipei has roughly 400 scooters per thousand residents, the lowest rate on the island. In Pingtung, Yunlin, and Chiayi counties, the ratio exceeds 800 per thousand — because a bus might come every 40 minutes, while a scooter gets you to town in five.
In 2025, Taiwan registered 708,406 new motorcycles (Focus Taiwan, January 11, 2026). Add the existing fleet, and the total number of scooters on the road exceeds 14 million. That works out to roughly one scooter for every 1.6 people.
For international comparison: Vietnam has about 565 motorcycles per thousand people, Thailand 339, India 184. Taiwan leads by a wide margin at over 600.
From Honda Subcontractors to Global Players
SYM (Sanyang Motor) was founded in 1954 as a bicycle parts company. Its 1961 Honda partnership made it the first motorcycle manufacturer in Taiwan. Two years later, in 1963, another factory opened in Kaohsiung — Kwang Yang Motor, known today as KYMCO — also starting with Honda technology.
The next four decades read like a textbook case of Taiwanese manufacturing ascent.
SYM and Honda's partnership lasted over forty years before ending in 2002 — because SYM's own motorcycles were competing directly with Honda's in global markets. After the split, SYM partnered with Hyundai to assemble cars for the Taiwanese market. KYMCO took a more aggressive path: by the 2000s it had become Taiwan's largest scooter manufacturer, producing over 570,000 vehicles annually and exporting to Europe, Southeast Asia, and China. It ranked fifth globally. BMW tapped KYMCO to supply engines for its G450X enduro bike and the range extender for the BMW i3 electric car.
In January 2026, Yamaha Motor Taiwan announced it had become a wholly owned subsidiary of its Japanese parent, ending its era of semi-independent operations. Yamaha registered 125,928 motorcycles in Taiwan in 2025, holding about 17.8 percent of the market (Focus Taiwan, January 11, 2026).
The Motorcycle Waterfall
Every weekday between 7:30 and 9:00 AM, the approach ramp to Taipei Bridge produces a scene that has been photographed by CNN, the BBC, Reuters, and countless travel bloggers: hundreds of scooters lined up side by side at a red light, then accelerating in unison when it turns green — from above, it looks like a cascade of metal pouring downhill. It even has its own English nickname: the Taipei Bridge Motorcycle Waterfall.
The spectacle condenses everything about Taiwan's scooter culture into a single image: density, efficiency, order within chaos. Riders in full-body rain ponchos (Taiwanese don't stop riding in the rain), one hand on the handlebar and the other holding a breakfast sandwich, rear passengers balancing takeout bags of soy milk and egg pancakes.
But behind the spectacle sits an uncomfortable number. Taiwan sees roughly 3,000 traffic fatalities per year, with motorcyclists accounting for the majority. In 2022, CNN described Taiwan's roads as among "the least pedestrian-friendly in the developed world." The criticism stung, prompting a wave of legislative reforms starting in 2023 — increased pedestrian right-of-way protections, harsher penalties for violations. In December 2025, the legislature raised fines for holding a phone while riding from NT$1,000 to NT$1,200 (Focus Taiwan, December 23, 2025).
Safety isn't a footnote to scooter culture. It's the central contradiction: a society deeply dependent on two-wheelers must reckon with what that dependence costs.
The Xbox Designer Who Came to Swap Batteries
In 2011, a designer born in Hong Kong and raised in Seattle moved to Taiwan to start a company. His name was Horace Luke. He had helped create the original Xbox at Microsoft, then served as Chief Innovation Officer at HTC. After leaving HTC, he decided to tackle a problem he believed the world was ignoring: energy for urban two-wheelers.
His company was called Gogoro.
The concept was simple: instead of charging at home for six hours, ride to a kiosk on the corner and swap two depleted batteries for full ones in six seconds. In January 2015, Gogoro debuted at CES in Las Vegas. By July, the first Smartscooters were on sale in Taiwan.
The investor roster reads like a tech-industry directory. Ruentex Group's Samuel Yin and HTC's Cher Wang provided $50 million in seed funding. In 2017, Singapore's Temasek, Al Gore's Generation Investment Management, Sumitomo Corporation, and French utility Engie co-led a $300 million Series C. Gogoro went public on Nasdaq in 2022 via SPAC merger. In June 2024, BP's Castrol division committed up to $50 million.
By April 2021, Gogoro had over 370,000 riders in Taiwan and 2,000 GoStation battery-swapping kiosks — in Taipei, one every 1.3 kilometers on average. Total battery swaps exceeded 175 million, or 265,000 per day.
Then, in September 2024, Horace Luke stepped down as CEO and chairman amid a subsidy fraud investigation. Taiwan's Ministry of Economic Affairs concluded in October that there was "insufficient evidence" to determine the reported vehicle model violated localization regulations — but the damage was done. Gogoro's stock price plunged from its post-IPO highs, and the brand's trust took a hit.
It was the most unexpected chapter in Taiwan's electric scooter story: a company named Fast Company's #1 Most Innovative in Asia-Pacific, listed on MIT Technology Review's climate-tech watch list, whose founder departed when the company needed him most.
Beyond Battery Swapping
Gogoro isn't Taiwan's only electric option. It opened its swapping platform to other manufacturers — Yamaha launched the EC-05, Aeon Motor its Ai series, PGO and CMC's eMOVING joined too. But KYMCO chose a different path, launching its own Ionex swapping system rather than joining Gogoro's network. SYM has been watching from the sidelines.
The government has pushed hard. Combined central and local purchase subsidies can reach NT$30,000. Electric scooters are exempt from license tax and enjoy parking discounts. But the original target of banning gasoline scooter sales entirely by 2035 has softened from "definite" to "directional" under industry pressure.
The reality: of the roughly 700,000 new motorcycles registered in 2025, electric models are growing but don't yet dominate. Charging and swapping infrastructure thins out quickly beyond city centers. Small-town mechanics know carburetors, not diagnostic cables. The transition isn't just a technology question — it's a livelihood question for tens of thousands of family-run repair shops.
A Corner-Shop Ecosystem
Nearly every block in Taiwan has a motorcycle repair shop. These aren't just garages — in the pre-convenience-store era, they were neighborhood hubs: transit centers, gossip exchanges, impromptu babysitting stations.
Most are one-person or husband-and-wife operations that survive on combustion-engine maintenance. Electrification threatens them directly: electric scooters need almost no traditional servicing — no oil changes, no spark plugs, no drive belts. A Gogoro returns to the official service center far less often than a KYMCO GP 125 visits the corner shop.
This isn't abstract "industrial transition." It's whether the mechanic who has been fixing scooters on your alley for thirty years still has a business next year.
Custom Culture and Midnight Engine Roars
Beyond the utilitarian majority, a subset of Taiwanese riders treats scooters as identity.
Modification culture exploded in the 1990s: exhaust tuning, ECU remapping, itasha paint jobs (anime characters covering every panel). Young riders hit mountain roads at dawn — Yangmingshan, the old Beiyi Highway, the South Link — chasing the feel of leaning through curves. These communities have their own slang, their own forums, their own aesthetics.
On the other end sits the vintage revival: Vespa collectors, old Wolf 125 enthusiasts, craftspeople converting 1980s SYM Duke models into café racers. For them, a scooter is a time capsule you can touch.
The aftermarket parts industry is another quiet piece of Taiwan's scooter ecosystem — precision components exported worldwide, sustaining a low-profile but resilient supply chain.
An Island-Sized Experiment
Taiwan's scooter story is fundamentally a story about adaptation.
Because the terrain is rugged, the cities narrow, and public transit insufficient, scooters filled every gap. Because that density is so extreme, Taiwan became the world's best testbed for electric two-wheeler solutions — if Gogoro's swap model works here, it can theoretically work in any Asian city. Gogoro has already expanded to Hangzhou, partnered with Hero MotoCorp in India, and launched in Singapore and Japan's Ishigaki Island.
But on the island itself, the most fundamental questions remain unanswered. When electrification is complete, what happens to the mechanics who built their lives around combustion engines? With scooter density still the world's highest, how do you bring traffic fatalities down? When the last bus stops running at 8 PM, is riding a scooter still a necessity rather than a choice?
In 1961, the first motorcycle from that Hukou factory rode onto Taiwan's roads. Sixty-five years later, 14 million scooters still thread through every lane and alley on the island. The engine noise is gradually giving way to the hum of electric motors, but the energy — impatient, pragmatic, relentless — is exactly the same.
